It was done (by the previous maintainer) with an idiosyncratic packaging system (yada) that did not correctly preserve the md5sums of these configuration files. From lenny and on I've redone the packaging with more common tools like debhelper and this problem should go away for future releases. However, it is a very hard problem to address as we can't change the version in etch.
