Once this is available as a public, stable service of bugs.d.o, we can then add this feature to reportbug. Anyhow, each person has an ISP (or another email provider) that provides an SMTP host to reply local email (and there exists even open replay server on the web), the user already needs to know to configure its MUA of choice (and usually easily retriavable). So, the request for a local MTA or a remote SMTP host is not blocking that much IMHO.
