It doesn't matter whether one uses the environment variable
"CHANGELOG"
or the commandline switch "-c".
debchange isn't provided by dpkg, but is part of devscripts, so I'm
reassigning the bug.
Please could you confirm which version of devscripts you are using and
exactly what commands you're using to produce the error? I've just tried
with devscripts 2.10.39 and was unable to replicate the problem.
