ding (1.4-1) came out which changed the dictionary to UTF-8:
* New upstream version 1.4.
- This is now UTF-8 clean (Closes: #177915, #272701).
So now translate has to be changed to convert from the user's locale
to UTF-8. I'll submit a patch later.
