This is not true. It is perfectly possible to build programs against libwxgtk2.8 without having libgtk2.0-dev installed. For example, "amule" builds on our autobuilders without libgtk2.0-dev installed: http://buildd.debian.org/fetch.cgi?pkg=amule&arch=amd64&ver=2.2.1-1&stamp=1214853899&file=log&as=raw Can you provide more information about your claim? Maybe libgtk2.0-dev should be Recommended or Suggested.
