This is not true. It is perfectly possible to build programs against
libwxgtk2.8 without having libgtk2.0-dev installed. For example, "amule"
builds on our autobuilders without libgtk2.0-dev installed:

Can you provide more information about your claim? Maybe libgtk2.0-dev
should be Recommended or Suggested.
