Even with the conflicts nbsmtp would still be rc buggy

according to the lenny rc policy ( http://release.debian.org/lenny/rc_policy.txt ) .

"The /usr/sbin/sendmail command must
        implement all command-line options specified by the LSB with the
        exception of the -bs switch."

and according to the latest version of the LSB spec (
