From what I see in the debian-perl mailing list, Gregor Herrmann added you to the pkg-perl group and welcomed you. You were also invited to "adapt it to the group policy"....but that would probably require some changes that could be seen as unsuitable for lenny. So, I see no evidence that the package you prepared *as you prepared it* is to be uploaded by a sponsor. However, I may be missing something somewhere, of course....
