After installing the web developer toolbar, it shows up by default.
This default seems somewhat sensible for installation into a single
user's profile, but unsuitable for systemwide installation,
particularly on a multi-user system.  Given that any user can
trivially turn on the web developer toolbar through View->Toolbars, or
add the toolbar button that toggles it to one of their existing
toolbars, I think the web developer toolbar should default to hidden.
