Odd, I send lots of mail to bugs.debian.org, but if I send mail to a
certain bug, it gets stuck in all kinds of mud. Some address caching
issue somewhere? No idea.

The delayed message is due to not being able to connect to the recipient
server.  The header shows us that at some point the recipient server was
rejecting connections at the time:
