No, because it was resolved in an unacceptable way. texlive is a meta-package which installs a collection of individual texlive packages. It is targetted at users' needs, and therefore we (its maintainers) will add and remove packages from its dependencies as we think it proper for users (e.g., if some new component is more and more recommended, we will add it, and on the other hand remove things long before they are really obsolete). Therefore, using it in a Depends line makes no sense at all.
