Beats me why this isn't happening. The apt.conf that we use
(/org/ftp.debian.org/katie/apt.conf, copy on merkel) seems to correctly
enable this for testing (etch) too. It doesn't happen though.

If anyone could point out what the actual mistake is here, that'd help
-- I simply don't see it at the moment and would need to go debugging
what apt-ftparchive actually does etc, which would make this quite low
priority for me at least.
