OK I added this patch to the Debian packaging and it built fine. Now
when I run the testmagic.c sample program from the bug report I get:

$ ./testmagic
FATAL: Failed to load magic file: foo.mime
/tmp/foo.mime, 0: Warning: using regular magic file `/tmp/foo.mime'
FATAL: Managed to load foo.mime when should have attempted to load 
foo.mime.mime

which is the same as the sid (4.26-1) version output.

and the strange file behavior I reported to the same bug is unchanged from 
the sid (4.26-1) results sent to the bug.
