I would like to add the following information: I use the panel feature system->preferences->screen resolution to adjust the screen. The error with the panel hiding depends on this feature. If I wait long enough till no further screen activity happens and say "keep new resolution" then both panels are active side by side. However, if I click, while the screen is not rebuilt completely with the new size, then the second panel is gone.
