Bug#505969: spurious warning due to newly empty config file

Something like the following seems to serve as an "empty" config file
while also shutting fontconfig up:

        <?xml version="1.0"?>
        <!DOCTYPE fontconfig SYSTEM "fonts.dtd">
        <fontconfig/>
