IMHO, because the package fails to achieve its main goal which is providing accurate information. I agree that your mileage may vary, but I was really puzzled to see that simple fixes were not corrected, leading /me to conclude that the package is not actively maintained. ISO-3166 changes since last upload and the only purpose of the package is giving information about it. So, my conclusion was drawn: loosely maintained package. Agreed. Still, you can probably patch countrycodes to reflect the last changes in ISO-3166 and I think it would be accepte for lenny, even though this is code.
