initramfs exports MODPROBE_OPTIONS=-qb in /init. This is also related to #505440, which I recorded as a block. As a result of this "environment leak", nothing can modprobe blacklisted modules. acpid works around it by unsetting MODPROBE_OPTIONS, but e.g. the watchdog package doesn't do that yet (and *should not*).
