Hello, it seems to me, that arpack changed the license somewhere in the last months. The actual license can now be found at:
http://www.caam.rice.edu/software/ARPACK/RiceBSD.txt It has removed the former critical third and fourth clause. It maybe helpful to get arpack back into main.
