If you need a 2.6.27 compatible lirc 0.8.3 package now, I can refer you to [2], which reflects the current svn state of the Debian packaging,
but is in no way an official Debian package.

Alternatively one can just link or copy linux/semaphore.h to asm/semaphore.h in the kernel headers. Then 0.8.3 modules compile again.
