So, we should really leave things they way they are, i.e. z25_persistent-net.rules keeps getting removed by mindi. I think that quite likely the issue that Mark was experiencing was caused by something else not by mindi's behaviour. So, I'll just wait and see if Mark responds and if not close this bug without any change.
