Just to ack this issue. A similar patch has been applied in dahdi: http://svn.digium.com/view/dahdi?view=rev&revision=5179 The only reason it has not been included upstream (Zaptel) is that Zaptel is now generally feature-frozen. I don't intend to apply that patch to the Debian package right now simply because I want to move on to DAHDI. However applying it should be safe even if you do have the standard udev rules (which may change at a different time than the zaptel-modules package is installed).
