there should be no vsftpd or sshd under action.d! they are filters thus
should be under filter.d

and just double checked  -- those install fine and fail2ban starts fine

since ssh is default enabled jail, absent sshd.conf filter would have
lead any installation of fail2ban to fail, and this is the first bug
report about such problem every since, so I suspect that either it is
incorrect or there was another factor which made it happen (what is free
space in root partition which keeps /etc?)
