This bug doesn't affect me anymore. 

It is really obscure.

I suspect it is something to do with the particular version of the
kernel and it's settings.

Resize signals were somehow blocked after studying strace. I rebooted to
the latest version of Linux kernel to solve the problem.

I still don't quite understand how they were blocked before. Have you
altered kernel/cap-bound in /etc/sysctl.conf at some point?

That's the only thing I can think of. I couldn't be bothered to use an
earlier kernel to see if it comes back.
