If I install motif-clients and then run update-menus, I get: Cannot open file /etc/X11/mwm//system.mwmrc-menu. install-menu: /etc/menu-methods/motif-clients: aborting update-menus[19864]: Script /etc/menu-methods/motif-clients returned error status 1. If I first install lesstif-bin, then remove it (without purging, so it leaves its system.mwmrc-menu there) and replace it with motif-clients, there is no more error with update-menus.
