Lenny is currently frozen and only changes fixing release critical bugs are allowed. For Etch also, only critical/security bugs can receive uploads. So, yes, if you are using a stable release, you will have to wait for the stable release _after_ lenny. In the mean time, you can probably use usermod instead.
