They're automatically archived if they've been closed. We don't
automatically unarchive them, because there's no way for us to know
whether a bug should be automatically unarchived, or to even know if a
new package has been added.

However, there is some support for the automatic unarchiving of bugs
which no longer satify the archiving requirements (IE, appear to
affect unstable or testing) which would effectively do what you're
asking (while not doing precisely that.)

This latter bit can be done manually now simply by unarchiving these
bugs manually using the pkgreport.cgi options. [Well, you can in
theory do so... the query to actually doing it is taking quite a bit
here, so I won't give you think link.]
