This is false.

The packager can use /usr/bin/ginstall-info straightly instead of the
install-info script by Pre-Depending on texinfo. If there is a bug in
dpkg's install-info so that it "does not understand the texinfo
directives that tell it how to correctly generate the directory
of .info files" and it is causing this bug, please, reassign it to dpkg
or file another bug against dpkg and merge both.

Regarding 483554,

chcon now has info documentation. The problem reported still exists
since it's, at this time, the same as in the other two reports (411722
and 509255.)
