This does not really depend on the locale, I can confirm it with
de_DE.UTF-8 as well.

That's a workaround, yes.

Unfortunately the Courier font does not seem to contain them, and for
some reason Emacs uses just that font for UTF-8 encoded Russian (other
encodings are fine).
