No, PWS is claiming that[1]. As he is the lead developer of Zsh, I would tend to trust him on this. As he points out, aliases are intended for interactive use, not for batch or compilation context. So even though I agree that it's not expected behaviour, I don't think anything can be done about this. If you want to, re-open the bug, but unless you revive and argue the point upstream, it will be a stale report.
