is /etc/network/interfaces set up as it should be?
(see /usr/share/doc/network-manager-kde/READEME)
is the user in the netdev and plugdev group?
Reassigning this bug to network-manager-kde, even though the bug might rather
be somewhere else (be it kde or d-i) or a user configuration issue.
