To go into a bit more detail: neither of the scripts in question here are provided by udev; they just live in /etc/udev/rules.d; one is provided by a gphoto package, and the other by hplip. (I should have been more specific; instead of "another udev rules file" in the original report, read "one of hplip's udev scripts". The file in the upstream hplip package was renamed about a year and a half ago for compatibility with Debian: https://bugs.edge.launchpad.net/hplip/+bug/248093 I completely understand that this isn't going to be modified during a freeze; thanks for agreeing to look into it afterward.
