Autoclean can do unwanted if someone needs to downgrade (or upgrade?) a package to previous version that was installed only day ago and worked well, it can be found in /var/cache/apt/archives, but already cannot in all official archives as they contain newer versions. Snapshots.debian.net doesn't contain all versions, and few people know about it. I also remember several such questions on debian-user@, for example. If user needs this feature, it can just set this option, this should not be a problem, IMO. See also related bug #160743, I wonder if they can be merged. I would mark this as wontfix.
