Thanks for reporting. I have read the bug at launchpad. I'd like to write something just for clarification, I know that you should know this (reading what you suggested to do). smc-music is not a direct dependency because of the fact smc itself, with smc-data both installed, can be executed without any problem. So let's suppose that someone hates smc's music and we're aware that there is an option to mute the music. But, why someone who doesn't want the music has to download it if anyways the game is able to work without such a package? (even knowing that an option to mute it exists) If we look at the size of smc-music, it's a ~28.6 MB package, so in my opinion it's not fair to download a big package that is not essential to the application to work. I do agree with the fact that in debian/control smc-music should be added as a suggested package, because in spite of not being essential, it adds a further value to the game. So, I will add it as suggested. On the other hand, if I'd put smc-music as a dependency of smc there is _no_ any circular dependency nor if I put it as a suggests it will be so.
