I assume you did something like "aptitude install libtool/experimental",
and expected libtool-doc to also be upgraded?

libtool-doc is only a Suggests.  Maybe a Recommends would have
different behaviour, I don't know.  But it might also be related
that it's still in experimental and that it default to only take
from experimental what you tell it to take from experimental.
