Package: battery-stats

The latest version of battery-stats fails to build from source due to a
depednency to libacpi-deb which is not satisfied in many architecture;
the dependency was introduced for the ACPI support.
There are two places where this bug should be fixed:
1) debian/control: the libacpi-dev dependency on the Build-Depends field
should be invoked only on the architectures where it is available
(Debian Policy specify how to do this)
2) battery-stats-collector.c: the acpi-support patch should be modified
so it is enabled only where libacpi.h is available.
