(reportbug uses the dpkg -l version which would be correct and explains why you've seen references to versions between 1.4.3 and 1.4.14) At least you have the right version in your chroot (which would make sense if it is a Debian sid system) and you'll get all the updates to emdebian-tools, including 1.4.15 which is due for release in a day or so.
