They should be for the most part; the exception is the size of
messages. It's no problem to increase this for some lists, though the
BTS accepts attachments of size that would be insane to pass on to a
mailing list. (Sending 50M attachments out to ~465 subscribers is kind
of silly.)

The ultimate solution to this is using RFC1512 and RFC2017 to link to
large messages when they're sent on, but I haven't written that code
yet.
