In GNOME I go thru System > Administration > Network. The default wired setting is DHCP. I change the settings to static address, the applet mimics some action and.. nothing is changed in fact. Only after performing
/etc/init.d/networking restart

the address is changed.

The Ubuntu 7.10 got the same problem (Launchpad Bug 185854).
