Resolvconf writes the resolver configuration file on the basis of
information provided to it. If nothing provides it with nameserver
addresses then it writes an empty resolv.conf file.
What nameservers are available to your system which resolvconf doesn't
know about?
Err, how do you mean "available"? 172.17.207.1 and 172.17.207.18, but I
don't think that is going to help you a great deal.
