Do you happen to know if you previously did anything to the log file? It is normally created by pg_createcluster, i. e. for most people at package installation (not upgrade). Did you happen to delete it manually? The logrotate script should make sure that the file never gets deleted, and nothing else is touching the log file. As a workaround, pg_ctlcluster could create the log file if it does not exist any more and it is started as root, but first I need to know how it disappeared in the first place.
