The current policy manual was of course made by merging what I called
the dpkg programmers' manual and what I called the policy manual.
Regardless of what they're called, I agree the substance of them is
important for the whole project and should be changed only with due
consideration. I don't have an opinion about whether the code or the
documentation should change first.
