AFAIK all packages are there. See also directly on https://admin.fedoraproject.org/pkgdb/ and https://admin.fedoraproject.org/pkgdb/search/ Maybe this is better than the current crawling of http://download.fedora.redhat.com/pub/fedora/linux/releases/?
