I am unable to recognize the format of the BDF font you sent me.  Not 
only bdf2psf but also the standard X utility bdftopcf doesn't recognize 
the format:

$ bdftopcf lat1-12a.bdf 
BDF Error on line 1: bad 'STARTFONT'
bdftopcf: bdf input, lat1-12a.bdf, corrupt

I don't know why fontforge created the font in non-standard format. Try 
to use gbdfed instead of fontforge - I think gbdfed creates standard BDF 
files.
