Without libc6-dev installed I can neither configure nor build kernel packages (lots of errors in scripts/basic/fixdep.c). I think libc6-dev should therefore be a dependency, rather than a recommendation. Apologies if I have misunderstood something here. All the other required packages (gcc, make, binutils, module-init-tools) are dependencies, yet this one isn't.
