libpgsql is going to be removed soon from debian in favour of libpostgresql-ocaml-dev (I'm no longer interested to maintain it --- the other bindings are enough for me --- and noone else stepped in to maintain it). Thus I wont fix this bug, since removal of the package is imminent. BTW, have you particular need of this package?
