Hi Both as member of the team as well as user I'm in favour of a public list on debian.org. As user it's far easier to find things back in official public mail archives. As team member I want to have an open communication channel that has easily searchable archives so the quality of the requests improves and people will find it easier to help (and maybe eventually join) the team.
