The startup script defines variable point to the squid configuration file.
Variable is only used for some disk cache preparation.
It is not used for the actual daemon startup.

This is irritating if a custom filename is used because squid continues
to use the default path set at compilation time.

Possible solution:

Original lines:
SQUID_ARGS="-D -YC"
CONFIG=/etc/squid3/squid.conf

New lines:
CONFIG=/etc/squid3/squid.conf
SQUID_ARGS="-D -YC -f $CONFIG"
