Hello,
in the other important bug report for bzr there was the tip to prefix
the bzr command with nosmart+ which worked, i.e.
bzr get nosmart+http://bzr.debian.org/pkg-cups/cups/debian-trunk/
retrieved the repository.

So there is a workaround (at least in this case) those it is less then
obvious from reading the error message. Seem bzr is not good at error
messages :-((
