Binary package openssl installs in /usr/share/doc/openssl/doc everything that contained in the doc directory of openssl source distribution. But most of contents there is source (POD files) from which openssl and libssl-dev manual pages are generated. So, about 180k of these POD files just duplicate manual pages for openssl utility itself (directory app), and more than megabyte (directories crypto and ssl) are really source for manual pages for OpenSSL API. These man pages itself are included into libssl-dev package where they belongs. I suggest that these sources for manual pages shouldn't be put into binary packages at all.
