What panel plugins do you have configured?
As a test I created a new user with the default setup which has the
plugins: actions, launcher, separator, xfce4-menu , clock, systray,
pager, tasklist. I even tried removing them all one by one and top
still shows xfce4-panel using a constant 100% CPU.
