Package: libdvb

Severity: important

There is some consensus that packages with test suites should disable
running it if DEB_BUILD_OPTIONS contains 'nocheck'. Policy doesn't
mandate that yet, but it says that rules files must ignore unknown
flags. Building libdvb with nocheck fails:
